After you apply the patchset from oracle to turn Oracle OBIEE 11.1.1.7.0 to 11.1.1.7.131017, go to FusionMiddlewareHome/Oracle_BI1/clients/biserver -->> biee_client_install.exe / biee_client_install_x64.exe and use that to Install on top of the older Client Tools version 11.1.1.7.0. The installer will then update your Client Tools from version 11.1.1.7.0 to 11.1.1.7.131017. There will be no need to download BISHIPHOME_11_1_1_7_0_GENERIC_130409_1210_16492220.zip to get the things working. You already have everything you need within the OBIEE location provided above.
